§ 14-23. Installation on private property.

  • Nothing in this article shall prevent any owner from constructing drainage facilities within his own property boundaries. Such privilege does not convey the right to violate any of the provisions of this article, nor is it to be construed as exempting any such property owner from obtaining a permit, calling for inspection and paying the required fees therefor; provided that he can show he has the ability to perform the installations.
