The purpose of this article is to provide necessary regulation, registration and special
exceptions regarding the manufacturing, storage, disposal, dumping or transportation
of hazardous or toxic products, and the generation, storage, treatment, disposal or
transportation of hazardous wastes in the interest of the public health, safety and
welfare of the citizens of the county.
