§ 34-4. Unlawful disposal or collection of solid waste.

  • (a)

    No person shall cast, place, sweep or deposit anywhere within the county any solid waste in such a manner that same may be carried or deposited by elements upon any sidewalk, alley, street, or other public place; provided, however, this section shall not prohibit the placement of clean fill upon private land.

    (b)

    No person shall throw, place, or deposit, or cause to be thrown, placed, or deposited any solid waste of any kind into or on any of the public streets, roads, highways, bridges, alleys, lanes, thoroughfares, waters, canals, or vacant lots or lands, or upon the premises of any other person within the unincorporated area of the county except as specifically authorized by the board for this disposal of such solid waste. It is unlawful for any person to collect or transport solid waste for hire or remuneration or other consideration in any form without first having a county permit or contract. All disposal required by this chapter shall be done only at a county-designated or county-approved solid waste facility.
