The following words, terms and phrases, when used in this article, shall have the
meanings ascribed to them in this section, except where the context clearly indicates
a different meaning:
Public right-of-way
means the entire width between the boundary lines of every right-of-way or place of
whatever nature when any part thereof is open to use by the public for purposes of
vehicular traffic.
Vehicle
means any device in, upon, or by which any person or property is or may be transported
or drawn upon a road, street or highway.
