§ 44-61. Initial policies and procedures.
The following will provide initial guidelines for operational implementation of this article. Additional forms may be produced and utilized by the director.
(1)
The owner of any improvement or his agent shall make application on a form furnished by the county prior to making a connection. The application shall include such plans, specifications, and other information required by the director. The appropriate fees shall be paid before such connection is approved. A licensed plumber shall be required to make connections on behalf of owner.
(2)
If an account is 30 days past due, a disconnect letter is sent.
(3)
Service will be disconnected unless the balance due is paid within 15 days of the date of the letter.
(4)
If disconnected, the customer must:
a.
Pay any delinquent balance;
b.
Pay the reconnect fee; and
c.
Pay any required deposit.
(5)
The director is authorized to resolve billing disputes/errors.
(6)
When service is terminated, public works will provide a notice of termination to the codes enforcement office and to the county department of health. The code enforcement officer will post an unsafe structure notice at the site which will allow 30 days to cease occupancy of the structure or have service restored. Failure to comply will result in action before the special magistrate, which could result in a substantial fine and lien on the property. The county will immediately notify the state department of health if sewage is being spilled, who may then require immediate vacancy of the building.
